基町住宅地区は、広島における戦後復興の総仕上げ的事業である。しかし、広島平和記念公園と比べると、その歴史的価値に関する一般的な認知度は低い。地区内のアパートはすべて広島市営であり、昔ながらの地域社会のつながりがある一方で、少子高齢化、多文化共生の難しさ、商業の停滞などの地域課題を抱えている。また、2024年、基町住宅地区に隣接してサッカースタジアムが開業する一方、2027年度に、広島市営アパート17号棟が耐震性の不足により取り壊される予定であり、この地区を取り巻く環境は大きな変化のフェーズに入っている。地区建設時に入居者した住民の多くは高齢化し、地域社会のあり方も模索の時期にある。

2014年から始まった基町プロジェクトは、地域の歴史や建築を学び、地域に拠点を構えて文化芸術活動に取り組み、地域内外の人々との交流を重ねてきた。活動10年の節目を迎えるにあたり、基町住宅地区再開発事業を、広島復興期の回復、創意工夫、および救済の物語の観点から再考し、10周年記念プログラム「基町地区2045—復興と創造」に取り組む。

このプログラムでは、建築家・大高正人と当時の行政が取り組んだ基町住宅地区再開発事業を、広島の「復興と創造」のメッセージとして捉え、特に若い世代と共に、その建築や地域の歴史、地域社会の発展を未来に継承する方法を考察し、基町住宅地区の豊かな歴史と文化遺産を次世代に継承することを目指す。そして、当時、専門家や行政、市民が、困難な状況をどのように乗り越え、住まいと地域社会を築いてきたかを学ぶ機会を提供する。

「基町地区2045」は、写真展「復興する街区」、建築模型展「模索する基町」、そしてシンポジウム「創造する基町」の３部構成として計画する。このプログラムを通じて、現在、同様の状況に見合われている方々への想像の念を呼び起こし、また、再び私たちの身に災禍が起きたとしても、新たな生活と街区を作り直すことができるかもしれない、という希望を提供する。もし、多くの方々がこの地区に創造的な関心を持つことになれば、この地域のイメージは、徐々に変わっていくだろう。

The Motomachi Housing District is a culminating project of post-war reconstruction in Hiroshima. However, compared to the Hiroshima Peace Memorial Park, its historical value is less widely recognized by the general public. All apartments within the district are municipally managed by Hiroshima City, where traditional community bonds remain. Yet the area faces challenges such as an aging population, difficulties in multicultural coexistence, and stagnation in commerce. Additionally, while a stadium is set to open adjacent to the Motomachi Housing District in 2024, Municipal Apartment Building No. 17 is planned for demolition in fiscal 2027 due to insufficient earthquake resistance, marking the district's entry into a phase of significant environmental change. Many of the earliest residents have aged, and the community itself is in a period of searching for its new identity.

The Motomachi Project, launched in 2014, has been dedicated to studying the local history and architecture, engaging in cultural and artistic activities rooted in the community, and fostering exchanges with people both within and outside the area. As we mark the 10th anniversary of our activities, we reevaluate the Motomachi Housing District Redevelopment Project from the perspectives of recovery, innovation, and salvation during Hiroshima's reconstruction period, embarking on the 10th anniversary program "Hiroshima Founding District 2045—Reconstruction and Creative Innovation".

In this program, we reinterpret the Motomachi Housing District Redevelopment Project, undertaken by architect Masato Ohtaka and the administration of the time, as a message of "Reconstruction and Creation" for Hiroshima. Together with the younger generation in particular, we explore ways to inherit the architecture, regional history, and community development, aiming to pass on the rich history and cultural heritage of the Motomachi Housing District for the future. It also provides an opportunity to learn how professionals, the government, and citizens overcame challenging circumstances to build homes and communities.

"Hiroshima Founding District 2045" is planned as a three-part series comprising a photo exhibition "Districts in the Process of Reconstruction", an architectural model exhibition "Shaping Futures for hiroshima Founding District", and a symposium "Creative Innovation in Hiroshima Founding District". Through this program, we aim to evoke a sense of imagination in those currently facing similar situations and offer hope that, even if disaster strikes again, we may be able to rebuild our lives and neighborhoods. If many people take a creative interest in this district, the image of the area itself will gradually transform.
